 How to Submit Application Electronically 
 

To apply for the Professional Services Development Assistance Scheme (PSDAS) electronically, the applicant must possess an e-Cert (Organisational) certificate recognised by the Electronic Transactions Ordinance (Chapter 553) to support its digital signature when submitting the application. For this purpose, the e-Cert (Organisational) certificate subscriber must be the authorised person of the organisation as specified in the PSDAS Application Form. For information about certificates recognised by the Electronic Transactions Ordinance (Chapter 553), please visit the Information Technology Services Department website for details.

The procedures for submitting applications electronically are as follows:

  1. Download the Application Form and the public key of the PSDAS.
  2. Complete the Application Form.
  3. Prepare the softcopies of the necessary supporting documents (scanned copies are acceptable).
  4. Submit the duly completed Application Form, together with all necessary supporting documents, to psdas@cedb.gov.hk. Please import the public key of the Scheme concerned and sign the application digitally before submission.

If an e-Cert (Organisational) is not available, the Applicant may also submit the application through internet email. However, the Applicant must subsequently provide, a duly signed hard copy of the application form and the supporting documents to the PSDAS Secretariat by post or in person.
