Consumer Protection



      The Hong Kong Special Administrative Region Government (HKSARG) is committed to safeguarding the legitimate interests of consumers, both visitors and local residents alike. Work in this area is primarily geared towards setting appropriate safety standards for consumer goods, recognising consumers' reasonable expectations in respect of the quality of goods and services and fair contract terms.

      Enforcement of the legislation governing the safety of consumer goods and toys and children's products is largely carried out by the Consumer Protection and Prosecution Bureau of the Customs and Excise Department. The Customs and Excise Department carries out spot checks and conducts investigations to ensure that the products available to consumers met the standards set out in the Consumer Goods Safety Ordinance (Chapter 456) and the Toys and Children's Products Safety Ordinance (Chapter 424).

      To ensure that there is an easily accessible avenue for consumer queries and complaints, HKSARG established the Consumer Council in 1974 to protect and promote the interests of consumers of goods and services. The Council deals with complaint cases and conducts tests on consumer products for compliance with statutory safety standards. The Council also encourages responsible trade practices, and issues a "Good Corporate Citizen's Guide" for reference by businesses.
